Impairment testing presents a possible alternative to drug testing in the workplace that may end the drug-testing debate altogether. These tests could prove more effective than random drug testing because they test a person’s current state. The cognitive impairment test measures brain function, such as hand-eye coordination, reaction time, quick decision-making ability, and other indicators of cognitive ability. Other emerging techniques include ocular tests that measure tiny eye movements to determine whether a person is impaired, and agility tests that measure movements and use metrics to calculate the level of impairment.
In the fall of 2011 the Sanofi Pasteur plant flooded causing problems with mold.  The facility, located in Toronto, Ontario, Canada, produced BCG vaccine products, made with the Glaxo 1077 strain,  such as a tuberculosis vaccine ImmuCYST, a BCG Immunotherapeutic -a bladder cancer drug. By April 2012 the FDA had found dozens of documented problems with sterility at the plant including mold, nesting birds and rusted electrical conduits.  The resulting closure of the plant for over two years resulting in shortages of bladder cancer and tuberculosis vaccines.  The Toronto Sanofi plant  On October 29, 2014 Health Canada gave the permission for Sanofi to resume production of BCG. 
So there you have it, a real peace plan that could actually work. Warmongering pacifists want us to act all nice such that countries think we're rational and won't kill everyone with a blind fury, thus making it possible they might actually attack us and draw us into a war. But, if America follows my idea and lashes out at the slightest provocation with unmeasured vengeance, there can be peace. So there's the choice: either be a homicidal maniac thus ensuring peace and love in the world, or be some pacifist hippy while the streets flow with the blood of the innocent.
